A reading we refused to record is still a fact about your account

"Nobody has read this yet" and "eleven people read this and we did not record them" used to render identically. They are not the same sentence.

If a reader opens a CV whose owner is on a plan without reading measurement, the ingest route answers 204 and stores nothing. That is the correct answer for the reader — nobody is owed an explanation of somebody else's billing.

It was also the entire event. The reading was dropped, no trace of it existed anywhere, and the owner opened a dashboard that said nothing had happened. Which was false. Something had happened eleven times.

Now the refusal is counted. One integer and a timestamp on the owner's own record — nothing whatsoever about the reader, no identifier, nothing that could be joined to anything. Enough to say the true sentence instead of the false one, and to say plainly that those readings cannot be recovered, because measurement only holds what arrives after it is switched on.

A refused reading is still a fact about the account.
